Based on my reading of this stuff these are server-side patches and not Xbox title updates. Good news as these should be easier to release. As from just anounced a title update (version 1.02) http://www.armoredcore.net/players/acv/category/information we shouln't confuse these server-side part adjustments with title updates.

I believe that publishers need to pay Microsoft for the patch testing ( http://thenextweb.com/microsoft/2012/02/16/microsofts-40000-per-xbox-patch-explains-why-updates-are-slow-to-roll-out/ ). Not sure if this is still the case, but it is a pretty big expense. And Namco may not care about the updates as much as FROM does in Japan. I'm kinda surprised that FROM doesn't use server-based stat files so they can tweak without a title update.

I don't see how this situation is going to correct itself without pacthing/tweaking by FROM. Current players are getting turned off to the Conquest meta-game due to the long wait times for missions and grinding for team points. I don't think we can expect an influx of players in NA due to the mediocre reviews and the "nicheness" of AC titles. Hopefully there are some server-side dials they can turn to make the Conquest meta game interesting. It would be a shame if it doesn't get off the ground in NA.
